Seperti diketahui, stigma erat kaitannya dengan ketidaktahuan masyarakat tentang penyakit HIV/AIDS. Akibat stigma, orang yang ingin mengetahui status HIVnya seringkali malu atau takut melakukan VCT karena enggan bertatap muka dengan konselor, dan yang positif HIV sering tidak mengungkapkan statusnya kepada pasangannya, sehingga mata rantai penularan terus berlanjut. Menurut hasil “fact finding” Yayasan Kapeta, sebagian masyarakat enggan datang ke tempat-tempat VCT biasa karena “takut disangka ODHA padahal belum tentu positif”. Rasa takut akibat stigma itu rupanya jauh lebih besar daripada rasa ingin tahunya tentang status HIVnya.

Dewasa ini, laju epidemi HIV di Indonesia merupakan yang tercepat di Asia Tenggara. Menurut Komisi Penanggulangan AIDS (KPA), walaupun telah dilakukan berbagai macam upaya pencegahan, jumlah masyarakat Indonesia yang telah terjangkau maupun yang mengetahui status HIVnya masih tergolong rendah. Kasus HIV diperkirakan bisa mencapai 400.000 di tahun 2010, tetapi kasus kumulatif yang dilaporkan sampai bulan Juni lalu oleh Depkes masih kurang dari 18.000. Apapun alasannya, tentunya stigma juga berperan besar dalam kesenjangan tersebut. Maka Program MAUTAU dilahirkan untuk melawan stigma tersebut.

Ujicoba Program MAUTAU akan dimulai pada 8 Desember 2008 dengan membuka pendaftaran bagi peserta dari DKI Jakarta, di mana prevalensi HIV saat ini merupakan yang tertinggi kedua di Indonesia setelah Papua. Untuk keperluan ini, Yayasan Kapeta telah menjalin kerjasama dengan laboratorium melalui Yayasan Yakita, klinik CST (care, support, treatment) yang akan memberikan pelayanan pengobatan dan kelompok-kelompok pendukung sebaya (KDS) di DKI Jakarta.

Program MAUTAU bersifat anonim dan rahasia – para peserta tidak perlu mengungkapkan jati dirinya ketika mendaftarkan diri di website MAUTAU untuk mengikuti program VCT Online ini. Jika ujicoba prototype Program MAUTAU banyak diminati, maka akan diperluas ke kota-kota besar lainnya di Indonesia. Dengan hadirnya Program MAUTAU untuk melengkapi pelayanan VCT “tradisional” yang sudah ada, diharapkan dapat terwujud respon nasional yang lebih efektif dalam rangka penanggulangan HIV-AIDS di Indonesia.
